I. Toni Thomas, Founder, President and CEO of Toni Thomas Associates, Inc. is a community mobilization and housing development specialist with over twenty years experience in formulating, administering, managing, and assessing a myriad of Federal and local programs and policies. She is recognized for designing and conducting training programs focused on increasing performance and productivity, improving organizational operations; assisting low and moderate income persons to become homeowners, creating new job opportunities and economic growth; and assisting in the revitalization of depressed neighborhoods.


Ms. Thomas earned a Masters Degree in Adult and Community Education. Her background includes a 20-year career at HUD where she rose from a Program Analyst to direct HUD’s Washington, DC Field Office. Her HUD experience included management, evaluation, training, housing and community development and resident involvement programs. She has extensive knowledge of Subsidized Housing, Community Planning and Development, Fair Housing and Equal Opportunity, Citizen Participation and Public Affairs policies and practices. She implemented and managed the national training and technical assistance programs for HUD headquarters and field office staff, State and local governments, non-profit housing developers and community and resident organizations. Ms. Thomas developed, implemented and trained HUD staff and Community Development Block Grant (CDBG) recipients on the citizen participation requirement in the CDBG program. Ms. Thomas is currently Acting Executive Director of the National Association for Community Empowerment and a partner in Community Outreach Alliance, Inc.
